John S. Ballard served as Mayor of the City of Akron from 1966 to 1979. He was born in Akron, Ohio on September 30, 1922 and graduated from the University of Akron in 1943. Ballard received a law degree from the University of Michigan in 1948 and went on to serve as a special agent in the Federal Bureau of Investigation until 1952.
